Campus Security Authority

The Clery Act requires institutions to collect crime reports from campus security authorities (CSAs). A CSA is any official who has significant responsibility for student and campus activities.

Who is a Campus Security Authority?

A campus security authority is an official with authority and duty to take action or respond to issues on behalf of the university. This includes officials responsible for:

  • Student housing
  • Student discipline and campus judicial proceedings
  • Student and campus activities

An "official" is defined as any person who has the authority and duty to take action or respond to particular issues on behalf of the institution.

Determining CSA Status at 海角论坛

Because job titles vary significantly across campuses, the Department of Education does not list specific titles. To determine if someone is a CSA at 海角论坛, consider the function of the individual or office.

Look for officials (not support staff) whose functions involve relationships with students. If someone has significant responsibility for student and campus activities, they are a campus security authority. Whether the university pays the individual is not a factor in determining CSA status.

Why CSAs Matter

Not all students report crimes directly to campus police. Students who are victims of crime may be more inclined to report to advisors, coaches, residence life staff or other trusted officials. CSAs help ensure these incidents are documented for campus safety purposes.

If a campus security authority receives crime information and believes it was provided in good faith, they should document it as a crime report.

Campus Security Authority Training and Responsibilities

Under the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, a crime is "reported" when the activity is brought to the attention of a campus security authority by a victim, witness, other third party or the offender.

The function of a campus security authority is to report statistical Clery Act crimes that they conclude were made in good faith. Reports should be made to the official or office designated by the institution to collect crime report information, such as the campus Clery coordinator.

Campus Security Authority Reporting

As a campus security authority, if you have received allegations of Clery Act crimes that you believe were not reported to campus police and were made in good faith, complete and return the appropriate statistical crime report.
