Virtual parking permitting is a way to issue and track parking permitting by using the license plate(s) of your vehicle(s).听 This method eliminates the need to print a temporary permit, wait for a permit to arrive by mail, deal with lost permits and replacement fees, or remember to move your permit between vehicles.
Is it OK to park at the end of a row if my vehicle doesn't prevent other cars from getting past?
No, parking at the end of rows is against parking regulations and you will be ticketed and subject to towing if you are blocking a drive lane.
Is it OK to park along a drive or walkway if other cars can get by?
No, it is against parking regulations to park along drives or walkways in any of the parking lots; you will be ticketed and subject to towing if you are blocking a drive lane.
Can I park in any designated accessible spot with my disability hangtag or plate?
You must also have a valid 海角论坛 accessible permit to park in an accessible spot unless it is a metered spot, in which case you must pay the meter.
Are parking regulations enforced during breaks and between semesters?
Parking regulations are enforced Monday through Friday, 6 a.m. 鈥 10 p.m. throughout the year, including the time between semesters. Some areas, such as 24/7 faculty/staff permit areas, fire lanes, and handicapped accessible parking spaces, are enforced 24 hours per day, 365 days per year.
What should I do if I am holding an event on campus?
Contact the Parking Operations office by filling out the听Special Events Parking Request Form听well in advance of the event, to determine and plan for the parking needs of your event.Parking is $1.25 per hour on the AMP Park app, available on the or the . Allowing push notifications from the app will let the app send a reminder 15 minutes before the meter time expires, in case you need to add additional parking time.

Oak Street Garage
Located at 5050 Oak Street, the garage offers metered spaces on the ground level.
Colonial Shops
The Colonial Shops are located on听51st Street between Brookside Boulevard and Oak Street. You may park in metered spaces in the north lot.听One-hour parking to the west and between the businesses is designated for Colonial Shops customers only.
Cherry Street Garage
Park in designated metered spaces on the fifth floor at 5009 Oak Street.
Why do I have to pay for parking?
Parking Operations must generate all the revenue needed to provide parking services to the university. No student fees or university or state funds are used to subsidize parking operations. Part of the reason for making parking costs a separate cost, instead of being lumped in tuition costs, is so that those who do not park a vehicle on campus, do not have to pay parking fees.
Why does parking cost so much?
海角论坛 had to construct three parking garages to meet the campus parking demand. To fund these structures, the university had to borrow funds, and the current parking fees reflect what is necessary to pay the Parking Operations expenses, including debt service, on the parking garages. All parking funds are used solely to support 海角论坛 parking. Many other urban educational institutions have parking fees well in excess of fees charged at 海角论坛.
Why does the university have metered parking?
Our mission is to provide parking options to a wide variety of students, employees and visitors. We need to have an option for individuals who will spend a very short amount of time on campus.
If I purchase a permit, do I still have to pay the meter?
Yes, anytime a vehicle is parked in a metered space the meter must be paid. The limited metered spaces on campus should be kept available for those visitors and campus constituents who choose not to purchase a permit.
Is visitor parking free?
There is no free parking on campus. Visitors to the university are asked to park and pay meters while on campus, or purchase a visitor hangtag.

How do I obtain a visitor hangtag?
Individuals or departments can request a听visitor hangtag听online听or purchase it at the Parking Operations office located in the Administrative Center, 5115 Oak, room 221.
Will a student permit allow me to park in any lot?
No, student permits are valid only in student permit parking lots. A day permit is valid 24 hours per day, and an evening permit is only valid after 4:15 p.m. Both day and evening permits are valid in most faculty/staff lots after 4:15 p.m., except in the areas indicated by signs stating reserved faculty/staff 24/7.
Can my roommate use my permit?
No, permits are to be used by the individual purchasing the permit. If someone else uses your permit, the person to whom the permit is issued will be held responsible for any tickets issued.

Can I have multiple vehicles assigned to my virtual parking permit?
In most cases, yes.听 The maximum number of vehicles allowed may vary depending on the duration of the parking permit.听 However, you can only have one vehicle parked on campus on your one permit.听 If you must have a second vehicle parked on campus at the same time, you will have to pay for metered parking for the second vehicle.
What if I already have the maximum number of vehicles, but I need to drive a different vehicle?
You can log in to your parking account at and make a temporary or permanent change to the vehicles assigned to your permit.
I have parked illegally before and didn't get a ticket. Does that mean it is OK to park in this space?
No, just because you didn't receive a violation that time, does not mean you won't the next time you park there.
I don't remember receiving a ticket, but there is one on my Pathway account. How can I be charged for a ticket I did not physically receive?
The disappearance of a parking violation from a vehicle does NOT relieve the violator from responsibility for that ticket. You are responsible for any ticket issued to your vehicle, regardless of who was driving or whether you received a copy of the ticket.
My parents got a ticket while parked on the campus. Am I responsible for that ticket?
Yes, students and employees are responsible for tickets received on their vehicles and all family vehicles while parked on campus.
How can I pay a violation?
This may differ, depending on when the ticket was issued.听 During the first two weeks from the date a ticket was issued, the ticket can be paid online at or in person at the Parking Operations Office, in the Administrative Center, Room 221.听 All major credit cards, cash, checks, Apple Pay, and Google Pay are accepted. No additional fees are charged by Parking Operations.
After two weeks, tickets issued to a vehicle connected to a 海角论坛 student or employee account will be transferred to the Cashiers Office for billing through Pathway/Touchnet.听 Once transferred to the Cashiers Office, a ticket cannot be paid at the Parking Operations Office. The Cashiers Office now accepts credit card payments only, and they also add a credit card processing fee to payments in person or through Touchnet.听 If payment is not made to the Cashiers Office by their billing due date, a late fee of $25.00 and a 1% finance charge will be added by the Cashiers Office.
What do I do if I received a parking violation, and I don't think I deserved it?
You can appeal a parking violation that you feel was issued in error. Appeals must be made within two weeks of the violation being issued. You can appeal the violation using the听鈥淎ppeal Ticket鈥 button at . When appealing a violation, you must provide the following information: name of the person appealing the ticket, valid mailing address, valid email address, valid telephone number, and reason for the appeal. You will also have the option to upload your own photos to support your appeal. Submitting a false name, mailing address, or email address may result in automatic denial of your appeal.
How do I appeal a 海角论坛 Parking & Traffic Violation?
A 海角论坛 parking or traffic violation can only be appealed within two weeks of the date that it was issued.听 To submit an appeal, you must go the website near the bottom of the ticket, or scan the QR code on the ticket, then select the 鈥淎ppeal Ticket鈥 option, with the gavel icon.听 From there you will enter the ticket number to search for the ticket information, then select the option to appeal the ticket.听 When appealing a violation, you must provide the following information: name of the person appealing the ticket, valid mailing address, valid email address, valid telephone number, and reason for the appeal. You will also have the option to upload your own photos to support your appeal. Submitting a false name, mailing address, or email address may result in automatic denial of your appeal.
What happens after a ticket is appealed?
Appeals will always be resolved at the 鈥渓owest possible level鈥. When an appeal is submitted through our website, you will receive an email confirming that it was successfully submitted. After an appeal is submitted, it is first reviewed by the Parking Operations Office, including checking for errors in how the ticket was issued, and the stated reason the ticket is being appealed. There are some specific situations that the Parking & Traffic Committee has authorized our office to waive a parking violation, or to grant a reduced fee for the violation. If the violation can be waived or the fee reduced, at this level, you will receive an email informing you of the resolution of the ticket. If the violation cannot be waived, nor fee reduced, by our office staff, you will be emailed informing you of the date, time and a Zoom Meeting link for the Parking & Traffic Committee meeting when your appeal will be reviewed by the Committee. You are not required to appear during the meeting. Your written statement of your appeal will be viewed by the Committee and used as their basis of considering your appeal, if you are unable to join the meeting. After the assigned Committee meeting, you will be emailed to notify you of the Committee鈥檚 decision on your appeal.听 The Parking & Traffic Committee is the final deciding body for all 海角论坛 Parking & Traffic Violation appeals.
Why was my appeal denied?
The following reasons are not grounds for a successful appeal:
- Lack of knowledge of regulations, for example, being new to campus or having not read regulations
- Other vehicles were also parked improperly
- Late to class or appointment
- Disagreement with or inability to pay the amount of the fine(s)
- Lack of space
- Unread or misunderstood signs
- Parking for only a short period of time with or without flashers
- Parked in a handicapped accessible parking area without a valid State-issued handicap placard or plate
- The violation is just "not fair"
- The disappearance of a parking violation notice from a vehicle
- Parked at an expired/unpaid metered space for any amount of time
- Parked at an expired/unpaid metered space because you have a permit
What is a virtual parking permit?

What is LPR?
LPR is the acronym for License Plate Recognition technology.听 LPR allows us to use virtual parking permits and verify if a vehicle is allowed to park in its location, without relying on physical parking permits in or on a vehicle.
Does the LPR system connect to Missouri Department of Revenue鈥檚 vehicle licensing system?
No. Our LPR system only searches our internal parking management database for a valid active parking permit. In instances when we do have to identify the owner of a vehicle not registered in our system, we have a third-party contracted vendor who obtains the license plate registration information for us and sends that data back to us.
Will the LPR system be used to track if/when I am at work?
No. The data collected by the LPR system is used only to verify parking eligibility. This system would not be a reliable tool for attendance tracking, because the information collected is limited to those moments when a license plate is read by the system.
How does the system know if I have a valid parking permit?
The system uses geofencing to identify which permit types are valid in various areas of campus. Our enforcement team has one LPR camera-equipped vehicle that can read license plates, as well has handheld devices for foot patrols that can check license plate permit statuses. Vehicles are required to park with their license plate facing the driving lane, so that it can be scanned.听 Parking with a license plate that is obstructed or obscured by any item, or parking without a license plate visible to the driving lane will result in a violation being issued.How do we get personal information?听
We receive personal information via a few routes.听 Student data is received via a daily updated list from the Registrars Office.听 Employee data is received via a weekly updated list from Human Resources.听 Contractor, Vendor, and Visitor information may be collected by our office directly from the person/representative, or from the department/unit hosting them on campus.
What information do we collect?
- Personal information: Name, 海角论坛 ID number, address, telephone number, 海角论坛 SSO ID, and email address.
- Vehicle information: License Plate Number and State of issuance, and year, make, and color of vehicle, including photos when a ticket is issued.
- Payment information: Name, and Payment card info including payment card number, expiration date, security code, and billing address (only truncated info, or tokenized data is stored in compliance with PCI-DSS).
- LPR data collection: License plate number, location, date and time of reading, including two photos, one of the license plate and one of the vehicle.
