Open Campus and Time, Place and Manner Policy
The “open campus” has long been a traditional policy at 海角论坛. During formal sessions or in informal settings, the entire academic community, students, faculty and staff, have the right to hear and express varying viewpoints.
In addition, the freedom to demonstrate in an orderly fashion as a means of presenting views is recognized by the University. However, 海角论坛 does not condone demonstrations that interfere with the freedom of decision and action of other students or that prevents the free movement of students to or from classes, lectures, seminars or employment interviews. When such demonstrations occur, the institution and academic community must take action, even if such action protects the rights of just one student.
Freedom of expression is one of the hallmarks of a democratic society. While orderly demonstrations are not to be interpreted as infractions of University rules, disorderly demonstrations that disrupt the normal life on campus are considered violations. In these cases, individuals who are responsible will be subject to the established disciplinary procedures and policies.

Intellectual Pluralism and Expressions of Perceived Bias
We are committed to Intellectual Pluralism in its many dimensions – political, cultural, religious, international, disciplinary, economic, lifestyle – and to encouraging and supporting robust debates over matters of academic interest, as it is vitally important for 海角论坛 to foster and maintain an educational environment that promotes free discussion, inquiry and expression by students inside the classroom and beyond, without fear that their exercise of such rights will have negative repercussions in areas over which the University has responsibility.
It is equally important that students understand the narrow line separating their First Amendment rights and the legal and privacy rights of others so that students can exercise those rights within appropriate boundaries.
Students who believe the conduct of others has crossed this narrow line may choose to report this conduct as an expression of perceived bias, which may occur when someone believes that they have been subjected to harassment, bullying, stereotyping, microaggressions, abuse, marginalization, or any other form of targeted misconduct because they identify or are associated with a particular group or idea.
